Virginia Tech Facilities undertook a major re-organization in support of a new service delivery program that integrates the former Capital Design and Construction with Campus Renovation Services, Site infrastructure and several design positions from the Office of the University Architect (OUA).

 

The new group is named University Planning, Design and Construction (PDC). The intent is to establish methods that more effectively and efficiently manage capital and non-capital construction projects. All of these separate groups have historically followed the same general processes and procedures. PDC is tasked to unite all projects management including planning, design, funding contract and construction under one project delivery organization.

 

As it relates to PDC, the OUA role has been redefined. They will be responsible for master planning, conceptual level massing and initial programming. PDC will have the role of project management from feasibility planning, through design and construction.

 

Our responsibility for improvement over the next year is to:

 

  • Implement a new linear flow chart describing life cycle project management. Streamline, standardize and simplify processes and procedures;

 

  • Make PDC easily accessible. The coordination of services should be provided for the customer, rather than the customer navigating through various service providers and

 

  • Explore new design and construction methods that will deliver more cost effective, sustainable buildings and expedite the delivery time.

 

Other changes and initiatives within Facilities:

 

Elimination of Physical Plant

 

Formation of Utilities and Building Systems and Building Grounds and Housekeeping

 

Implement new business enterprise system, CMMS, (Computerized Maintenance Management System) during FY10 by developing:

 

  • Client and Facilities Services web accessibility
  • Transparency of all information (work load and financial) with flexibility of levels of information and security.
  • Finance Interface with Banner (two way): procurement, timekeeping and ISR transfers.
